It is a fair question. The answer is that they are the same skill applied at different points. Building a website that handles personal information properly and running a POPIA compliance programme require the same understanding of what the law expects. Keeping a site up and monitored is the same discipline as running a service desk. We did not add IT services to a web studio — we added web work to an IT consultancy, and that order matters.

What does POPIA actually require of a small business?
At minimum: a lawful reason for collecting personal information, a privacy notice that explains what you collect and why, security safeguards appropriate to the risk, a process for handling access and deletion requests, and a registered Information Officer. Do I need ITIL 4 if I am a small business?
Not the certification, no. But the underlying ideas — knowing which services you provide, agreeing what "fixed" means, having a priority order when three things break at once — save small businesses more time than they save large ones. We adapt the framework to the size of the business rather than imposing it wholesale.
